Pilot completed! The environmental supervision system of tailings pond will be put into operation nationwide


The tailings pond environmental monitoring system independently developed by the Satellite Environment Application Center of the Ministry of Ecology and Environment has recently completed the system architecture construction and preliminary research and development work, and will be applied in all provinces and cities across the country. This will effectively promote the construction of tailings informatization, effectively promote the informatization management of local tailings pond to a new level, and further improve the precision and scientific level of environmental supervision of tailings pond nationwide.

It is understood that in February 2021, the Satellite Environment Application Center of the Ministry of Ecology and Environment raised its own funds to develop the environmental monitoring system of tailings pond in response to the need for the elimination of pollution hazards in tailings pond, the adjustment of regulatory list and the supervision of the whole process of tailings flow.

At present, the platform has completed the pilot application in the Yellow River, the Taihu Lake Lake, Haihe River and other three basins. After the optimization and improvement process based on feedback, it has the functions of tailings pond information maintenance, classification and classification dynamic adjustment and on-site verification, pollution hazard troubleshooting, tailings whole-process supervision, statistical analysis, spatial display, risk research and judgment, etc., and adopts the modular research and development method, which is expandable and can realize the informatization, standardization and scientific management of tailings pond nationwide.

In the newly issued Management Measures for the Prevention and Control of Environmental Pollution from Tailings, the requirements for classification and classification of environmental supervision of tailings pond are put forward. At the same time, new requirements are put forward for information management, and innovative supervision methods are encouraged. In addition, the Management Measures for the Prevention and Control of Environmental Pollution by Tailings also proposes to establish a classified and graded environmental supervision and management system for tailings pond, highlight the management focus, focus on the tailings pond with prominent environmental risks, effectively improve the supervision efficiency, and firmly establish the bottom line for preventing environmental risks. Based on this, the dynamic adjustment of classification and classification developed by the platform is mainly used for the application, review and on-site verification of tailings pond environmental supervision level adjustment, transfer out, tailings pond inclusion, etc., to realize the information management of tailings pond classification and classification environmental supervision and level dynamic adjustment, and to grasp the latest situation of tailings pond in real time. This function will be opened after the potential pollution hazard of tailings pond is checked.

It is reported that the Satellite Environment Application Center of the Ministry of Ecology and Environment will increase funding to carry out the research and development of tailings pond classification and classification supervision and information update functions. Continue to expand the application scope of the platform, gradually improve and form a unified national tailings environmental monitoring integrated information platform based on the platform, realize the integration, analysis, application and sharing of tailings data, and support the precise monitoring of tailings throughout the life cycle.
