Summer in Nalin Taohai arrives a bit late, yet it is all the more rich and vibrant.
In the distance, lush vegetation, verdant mountains, and vibrant life abound. Following the rhythm of the breeze, we stroll along country lanes, where farms, fields, poetry, and dreams quietly blossom and bear rich fruit, as the “Green Mine” town radiates a renewed vitality.
Green development is the only viable path for rural revitalization.
In recent years, Nalin Taohai Town in Yijinhuoluo Banner has taken grid-based Party building as its guiding principle, firmly embraced the concept of green development, and vigorously advanced ecological conservation and high-quality development. To date, the town has built a total of five national- and autonomous-region-level green mines.
“Living” data is undeniably compelling, but the question now is: how do we move forward? Nalin Taohai Town has identified “how to unlock ecological dividends while staying on the path of green development” as a key issue.
“Does rural tourism have a future?” At the general meeting of the Manlai Village Party branch, a proposal put forward by Qin Ling, the branch secretary, prompted everyone to reflect deeply.
After discussions and several days of on-site research and field visits, everyone has consistently concluded: “It’s promising!”
A “one-stop” Huangshangliang pastoral farm—offering dining, drinking, lodging, entertainment, foraging, feeding, and animal husbandry—is “inlaid” atop a former mine.

“After comprehensive remediation of the coal-mining subsidence area, the coal mine has returned the land to the village collective and villagers. We have consolidated some of the villagers’ idle and fallow plots and launched the project last September, with a total planned investment of 20 million yuan. The project will be completed in three phases, with the first phase opening to the public at the end of June,” said Qin Ling. “Our goal is not only to green the mines but also to turn ‘green’ into ‘gold,’ continuously boosting industrial revitalization so that every villager can earn an income.”
“At first, we’ll just offer visitors food, drink, and lodging, but going forward, we plan to build greenhouses and barns for pigs, sheep, and cattle, as well as develop pick-your-own orchards, animal‑feeding farms, and educational research centers—so that visitors can truly experience rural life here,” Qin Ling outlined the “grand blueprint” for rural revitalization.

How can local residents benefit from developing the tourism industry? Qin Ling outlined a financial model: after consolidating villagers’ land, they receive annual rental income; villagers also earn wages by working at the farm; and once the farm turns a profit, it distributes dividends annually to members of the village collective economic organization.
The “threefold safeguards” have filled villagers with hope for the development and construction of rural tourism.
In Nalintha Village, Gao Jun hopped on his tricycle, loaded with feed, and sped off toward the cattle shed.
“Once coal mining is complete, we carry out land reclamation. After leveling the land and restoring vegetation, we establish livestock farms in the reclaimed areas,” said Gao Jun. As once-barren hills gradually turn lush and green, the village committee has seized this favorable ecological environment to vigorously develop specialty industries, while continuously strengthening cooperation with neighboring enterprises to bolster its capacity for self-sustaining growth. Today, Gao Jun serves as both the Party branch secretary of Nalinta Village and the top executive of two village‑owned companies: Guangcheng Labor Service Co., Ltd. and Ordos Modern Xinmu Agriculture and Animal Husbandry Co., Ltd.
Through a conversation with Gao Jun, it was learned that the former company primarily operates on a “village‑enterprise” cooperative and mutual‑assistance model: when an enterprise has staffing needs, it pays commissions to the village collective. On top of regularly paying villagers their wages, the village collective is left with a surplus, thus achieving a win‑win outcome for both the villagers and the village’s collective economy. The latter company mainly uses the village’s collective funds for livestock farming; at year‑end, after realizing profits, it allocates a portion as dividends to the villagers and reinvests the remainder.
“Every year we get a dividend, and we don’t have to do a thing—truly, we’ve hit the jackpot.” Speaking of this, the villagers are thoroughly satisfied.
“Last year, we raised 280 sheep and 65 cattle; this year, that number has grown to 560 sheep and 80 cattle,” said Gao Jun. He added that last year, two companies generated over 470,000 yuan in net profit for the village collective, and as the livestock‑raising sector continues to expand, it is further enhancing the villagers’ quality of life.

“On the road to rural revitalization, we remain committed to using high‑quality Party building to drive high‑quality development, earnestly cultivating a cadre team at the town, village, and community levels that ‘understands rural areas, loves farmers, and serves the people wholeheartedly.’ We firmly uphold the four bottom lines of workplace safety, pollution prevention and control, social governance, and epidemic prevention and control, striving to write two major chapters—green mine construction and rural revitalization—and aiming to be the first to achieve the overarching goal of common prosperity. In doing so, we are steadily forging a new pattern of high‑quality transformation and development in this resource‑rich region: an industrial hub, an ecologically strong town, and a cultural‑and‑museum‑focused small town,” said Chen Lidong, Secretary of the Party Committee of Nalin Taohai Town. He emphasized the need to “build a strong team, safeguard the four bottom lines, deliver on two key tasks, and realize one overarching goal” with high standards, taking the people’s aspirations for a better life as our guiding principle. With confident strides, we are pressing forward on the new stage of this arduous journey, fully resounding the song of rural revitalization in the new era across fields of hope.
With a burgeoning industry, stunning scenery, and ecological harmony, Nalin Taohai is forging a distinctive development path that transforms its “beautiful environment” into a “beautiful economy,” thereby invigorating rural revitalization.
